The Recompete Zone is here!  Are you ready to compete just to keep doing the work you’re already doing? A unique feature of the Government Acquisition world is the requirement to fairly compete new contracts, even if the requirement is unchanged from a current effort and the Government is entirely satisfied with the current contractor’s performance.

Kevin and Paul introduced the Execution Zones in Episode 84.  The Execution Zones are a helpful way to envision where and how certain topics fit into the Government contracting world.  The Execution Zones are the post-award companions to the Acquisition Time Zones and are referenced in many episodes. In chronological order, they are:

1) The Honeymoon Zone

2) The Performance Zone

3) The Recompete Zone

4) The Wrap-up Zone

The Performance Zone and the Recompete Zone don’t have a clear line between them. In most cases they occur simultaneously for at least some period.  Learn why both Government and Industry can be dual-hatted during the Recompete Zone and how this zone parallels the Acquisition Time Zones.

FAR Part 16.401 describes incentive contracts. Incentives fall into 3 general categories: cost, performance, and schedule.

Kevin and Paul discuss delivery incentives (FAR 16.402-3) and provide an overview of how delivery incentives can be used.  You want it fast, you’ll get it fast!  Don’t forget the law of unintended consequences when using any kind of incentives.

Learn why faster isn’t always better, even if the cost and performance stay the same.  And always remember, communication is key when structuring incentives to ensure that both parties’ needs are met.

This is an encore presentation of our overview of Incentive Contracts.  Look for separate episodes that dive into the details of cost, schedule, and performance incentives.

Incentive contracts are designed to help the Government acquire goods and services at a lower cost or with improved delivery or technical performance. These contracts provide the opportunity for creativity in crafting incentives and also great peril if the incentives aren’t perfectly aligned with the Government’s intent.

In this episode Kevin and Paul explain the basic types of incentives and provide examples of how they can help both the Government and Industry if used wisely. But look out….the law of unintended consequences can be devastating if the delicate balance of cost, schedule, and performance is not considered with every incentive.
